I wrote a bot in Telegram that parses P2P sections of most popular crypto exchanges. The described functionality solves the first 2 points of the problem.

At the initial stage, I am really going to do all the transfers manually (and also custdeving :) ), since writing the processing for creating orders for sale and purchase on each exchange will take time. It is still worth finding out whether users need it or not, so that in case of lack of interest in this feature, time is not wasted. By adding working capital, I will close the last 2 points of the problem: while the funds of your transfer are being unfrozen, I will withdraw part of the funds that have already been lying around, and when your funds become available, I will return those taken from circulation.
Will someone really transfer money by card number to a stranger in Telegram?
Until the service is promoted and does not have a strong reputation, I hardly believe that someone will trust me with their money. But as soon as the bot gains popularity as a simple table with the best offers (fortunately, Telegram shows how many people use the bot for everyone), I think people will start appearing who are ready to make a transfer by card number (most P2P transactions happen this way). Those who have ever made such transfers understand how decisive the last, 4th point of the problem is. And it is really convenient: instead of fiddling with two orders on two different exchanges, you just transferred money to the card through your mobile bank.
